Formulate, implement, and regularly review the Institution’s IT strategies, policies, governance frameworks, and development plans. Ensure alignment with the Institution’s mission, strategic direction, and development
Provide professional advice to senior management on IT investment, system development, digital transformation and risk management
Plan, manage and optimize teaching‑related IT facilities and systems, including e‑learning platforms, learning management systems, classroom and practical training technologies
Oversee core administrative and operational systems to ensure stable, secure and efficient operations, and implement business continuity, backup strategies and disaster recovery arrangements
Develop and enforce information security policies and standards to safeguard information assets and ensure compliance with relevant legislation and regulatory requirements
Lead and manage the Information Technology Department, including staffing, work and resources allocation, performance management and staff development. Build a high-performing, service-oriented IT team
Plan and manage the IT budget to ensure cost-effective and sustainable investment. Oversee vendors, outsourced services, and technology partners
Promote institution‑wide IT and cybersecurity awareness, provide training and foster cross‑departmental collaboration
Perform other duties as assigned by senior management
